RYAN LOWE insists it is not “promotion at all costs” for Plymouth this season, but is determined to ensure his move ends up as a step forward.
Lowe, 40, left promoted Bury – from whom he has signed five players – to drop back into League Two with Argyle.
He explained: “Plymouth is a massive club in the making, it’s been at the top levels in the Championship before.
“Sometimes you have to take a step back, so to speak, to take two steps forward and I think we’re definitely going forward.
